Zhejiang Development and Reform Commission released that High Mark was selected to join the PPP Expert Team. The PPP Expert Team was established by the commission to promote collaboration of government and social capital in area of infrastructure. The establishment of the team encourages scholars to show their wisdom in theory studies, policy-making and consulting, serving the provincial legal system and pushing infrastructure programs. 

 

     As a team member, High Mark serves on behalf either of government or a corporation and has provided legal service for Jiangsu Xinjing Economic Developmental District Public Waterworks PPP Program, Dongyang No.2 Sewage Treatment Works PPP Program, Hangzhou Dajiangdong Industrial District Jiangdong Avenue Underground Gallery Improvement PPP Program, Xishui River Ecological Improvement PPP Program, Qingwang District Transitional Housing PPP Program, Yaogu Town PPP Program, Hangzhou. 

    PPP Program director Lijia Shi served as legal advisor to provide her expertise on financial evaluation,  for Daishan Shanwai Scenery Tunnel PPP Program, Fenghua Binhai Community Multi-Function Complex PPP Program, Yongkang Gushan City First Experimental Development Site PPP Program, Zhongao Modern Industrial Facility PPP Program, PuTuo Lujiasi Donggang Road PPP Program, and Huayan District City Environmental Protection PPP program.
